General Manager
Doug Menke was appointed general manager of the Tualatin Hills Park & Recreation District in November 2006. He has enjoyed more than 30 years of public service at THPRD since joining the district in 1984.
Menke oversees delivery of high-quality park and recreation programs, services and facilities to more than 230,000 people in the greater Beaverton area.
As GM, Menke manages a staff of park and recreation professionals supported by taxpayers and governed by a five-member Board of Directors.
Departments
Our Aquaticsdepartment oversees the management of eight pools within the district. The foundation of our Aquatics programming is the district’s Learn to Swim program, which provides a valuable life skill to youth of all ages. Aquatics also provides lifeguard training, and oversees competitive youth programs in swimming, diving, water polo and synchronized swimming. Our pools offer drop-in fitness classes and open periods for lap swim, open swim and family swim.

THPRD’s Budget & Finance department manages all financial activity for the park district, including preparation of the annual budget, which is intended to serve as a financial plan and operations guide for THPRD’s activities.

Our Communications & Outreach staff keep patrons informed about district news, programs, events and opportunities. We communicate information via news releases to media and directly via several social media channels, an e-newsletter, direct mail, activities guides, advertising and this website. We are committed to providing park district services to a diverse patron base, which includes extensive community outreach and oversight of the district’s scholarship program.

The district’s business and philanthropic relationships are managed by Community Partnerships. This department serves as a liaison with Tualatin Hills Park Foundation, maintains oversight of the Access For All program and pursues partnerships with local businesses to support district programs.

Our Human Resources staff manage recruitment, hiring and benefits administration for more than 800 full- and part-time employees of the park district. The department is committed to employing a workforce reflecting the area’s diverse population base, and regularly attends job fairs and other community events. Our Information Services staff manages the district’s technology needs, including networking, telecommunications, electronic archives, computer hardware & software, website infrastructure, registration database, public wi-fi network and more.

The Maintenance Operations department supports about 20 centers with a combined area exceeding 500,000 square feet of building space. THPRD crews prepare more than 300 soccer, baseball and softball fields for league and tournament play, and maintain 90-plus park sites, 60-plus miles of trail, 1,400 acres of natural area and a fleet of vehicles and equipment. Maintenance provides regular care at each site as set forth in its standards manual, and responds quickly to maintenance concerns submitted online.

The Nature & Trails department serves as the steward of about 1,400 acres of natural area within the district boundaries. The Tualatin Hills Nature Center coordinates the district’s nature programs, including classes events and camps. Additionally, the group manages wildlife habitat and native plant communities, coordinates and promotes the district’s trail network, supports volunteer programs and coordinates the sustainability program.

Our Planning and Design & Development staff work with district residents and regional agencies to provide new and improved parks, recreation areas, natural areas and open space tracts to meet the needs of our community. This group is entrusted with oversight of the district’s Comprehensive Plan and implementation of new development projects, including those funded by the 2008 Bond Measure. It also manages land acquisition.

The Risk & Contract Management department provides assistance to the organization, its employees and patrons with oversight of occupational and program safety instruction, property damage and general liability claims, contract administration and workers compensation claims. It leads development of strategies to identify and mitigate of safety issues, and helped THPRD become the first agency of its kind to be accepted into OSHA’s Safety and Health Achievement Recognition program.

THPRD recognizes that safety is a top priority for all who visit our parks and facilities. The Security Operations department provides incident-driven assistance to employees and patrons in need. The department also coordinates emergency resources, investigates land encroachments and takes a lead role in rule enforcement. The district’s Park Patrol monitors sites help keep them safe. Suspicious or criminal activity – including theft, vandalism, harassment and assult – can be reported online or by calling Park Patrol at 971-246-0169. In the event of an emergency, dial 911.

Thousands of residents participate in the district’s youth and adult Sportsprograms annually. Our Sports department manages several youth leagues and adult leagues, and also works with the Beaverton School District and other affiliates to support competitive leagues -- on more than 300 fields – for baseball, softball, soccer, football, lacrosse, rugby and soccer teams. The Tualatin Hills Athletic Center, the hub of the district’s sports programming, hosts several youth leagues, adult leagues, camps, classes and special events. The Babette Horenstein Tennis Center features 15 tennis courts - 6 indoor courts, 8 outdoor courts that are covered fall to spring for year-round use, and a stadium court for special events. Additionally, we offer more than 100 outdoor courts district wide. Tennis center staff coordinates court reservations, camps, lessons, recreational tennis and tournament play.
